No or fake IT education. An IT education is the most important IT credential and Bissell either (see Dangerous Fraud Kelly Bissell, IT Incompetent Accenture Head CISO) has no IT education or a fake IT education (bachelor's) from DeVry University. DeVry is another notorious for-profit college (see No IT Education: For-Profit and Community Colleges, Other Training in Principles of IT Incompetence) providing worthless educations, to employers who are even a little knowledgeable, and worthless degrees, to those few who can afford to pay the exorbitant tuition long enough to get one. The federal government would not provide educational loans to those attending DeVry, so should not accept an education from it as a qualification for government jobs, including contractors actually doing those jobs. Bissell also has a Master of Business Administration (MBA), which is not an IT education, from Emory University in Atlanta Georgia, where foreign-owned Accenture has offices.

$259,800 is the value of Bissell's house in the affluent north Atlanta suburb of Doraville according to property tax records. One of the major reasons the U.S. Government prefers hiring private contractors, including foreign ones, for government work is because contractors are not subject to FOIA, i.e. oversight. I could not FOIA Bissell's salary like I could for Suzette Kent, former Federal Chief Information Officer (and former Accenture employee; see below). It makes sense to give Bissell's major personal asset because as an Accenture executive committing fraud, he loses his corporate liability protection and can be sued for his personal assets.

It was also noted that IT incompetent John Edwards, the Central Intelligence Agency (CIA) CIO, also used to work for Accenture.
