If you've read through all the preceding principles/entries, you have a better understanding of IT incompetence than anyone in government, business or media. Still, the important points to remember if you are doing the IT hiring:

You should always ask for, and check, the IT qualifications/credentials of those doing the actual IT work (not frontmen); see The Most Important IT Credential: An IT Education. If they won't tell you it is because they are IT incompetent — if they weren't, they wouldn't hesitate to shout these credentials at you.
