IT Hiring: IT Incompetence Breeds Disloyalty and Corruption
Not just foreigners — see

— are less loyal and more corrupt so are IT security
risks since they are more likely to commit data breaches
themselves. IT incompetents in general are.
The first reason for this is that, knowing they are
incompetent, they constantly fear for their jobs (practically
though, they are not likely to be fired for IT incompetence;

Excuses), so adopt the attitude of "get it while you can",
including selling data they have access to in their job, which
is a data breach. This is the reason background checks are
mostly credit checks (even though those are worthless due to
IT incompetence; see
Equifax

The second reason, particularly at higher
hierarchical
levels and/or in jobs with some sort of information power, is
that such IT jobs attract IT incompetents who just want the
job for other, often political, purposes. In fact, an IT
incompetent in such a job should be a huge red
flag.
The prime example is
Edward
Snowden. Snowden was an IT incompetent high school
dropout who worked as an IT tech for Booz Allen Hamilton, a
leading provider of IT services to the U.S. Government,
particularly defense and intelligence. Through Booz, he worked
at the National Security Agency (NSA). While there he hacked
the NSA, stealing numerous top secret documents/files/data,
and then fled to Russia to avoid execution. This data breach
has been called the worst case of espionage in U.S. history;

Other IT incompetents similarly working at the NSA, as well as
other government agencies, like the CIA and FBI, violate, for
political purposes, the constitutional privacy and free speech
rights of Americans, as the Snowden Files and the more
recent
Twitter
Files prove. (Exposing these crimes still doesn't justify
what Snowden did; there are ways within the U.S. legal system
this could have been done.)
